CONFISCATION OF PRIVATE BUSINESS
San Francisco-Shipping men of the Pacific view with alarm legislation, now pending in Con- gress, further to strength the bar- riera against opium smuggling. The bill, recently passed by the Senate, placing the responsibility for opium found aboard ships upon the owners, will practically mean bankruptcy to trans-Pacific steam- ship companies. Such is the gen- eral view taken by local steamship representatives in commenting upon the act, which will become a law If passed by the House of Re- presentatives and signed by Pro sident Hoover.
CAPTAIN DOLLAR
Captain Robert Dollar, characteris ed the act as "amounting to confisca tion of private steamship business," declaring that "It would forco us al (out of business." Under the present law, the captain of a ship on which contraband is seized la liable to a fino of $25 an ounce. However, it also pro- vides that the Government may settin the case for any part of the whole amount of the fine which is reckoned at twice the rate of the commercial value. The new Inw would
pro- hibit this practice, making the owners
liable and thus placing them in the position of doing out hundreds of thou- sands of dollars each year In fines.
