The prevention of a second "Vestris" disaster is the basis upon which Sena- tor Robert F. Wagner, of New York, is urging Congresalonal revision of the United States laws governing construc 0 tion, inspection, insurance, salvage, liability and other matters having a re lationship with safety at sen. Senator Wagner, who, has mado A study of the maritime laws, during the regular session of Congress in December will again emphasise the need of a code to lower risk at sen. His plan is to have a Congressional Com mitte to study the operation of all Federal laws relating steamships and to develop them la such a way that zent limited liability law of the United they will promote safety. "Under American law, the liability of the "Vestris owners was only $10,000, but under, the English law it would have been $900,000.
