Foreign Policy
When the Government of Pre- sident Ibanez assumed power, in January, 1927, it was faced with the very acute complications aris- ing from a foreign policy of ami- able desires and imperfectly de- fined good intentions. For thirty- seven years the foreign outlook of Chile had been unbrokenly con- sistent, starting from the clear stand taken by the late President Balmaceda, when he was Foreign Minister doring the War of the Pacific. The Government of 1921, anxious to end, once for all, the long outstanding differences with Peru, abandoned to hopefully the impregnable position it had pre- viously maintained of trusting only to direct arrangement, and learnt to its cost, and for the profit of all other peoples, the hollowness of thery, no matter how admirable, and the difficulty, particularly when deep convictions and intense feeling are in play, of applying arbitration to abstract principles or general ideas, all too loosely and incompletely express ed in peace treaties. This Gov- ernment had to realise that, apart from technical arguments and material 'considerations, Chile's old fellow subjects of the Spanish Crown held to the sovereignty of Tacna with a tenacity of convic tion, intensity of sentiment and activity of purpose almost out of proportion to the period of sixty years during which, as an inde pendent Republic, they had exer cised that sovereignty.
