Foreign Policy

When the Government of Pre- sident Ibanez assumed power, in January, 1927, it was faced with the very acute complications aris- ing from a foreign policy of ami- able desires and imperfectly de- fined good intentions. This Gov- ernment had to realise that, apart from technical arguments and material 'considerations, Chile's old fellow subjects of the Spanish Crown held to the sovereignty of Tacna with a tenacity of convic tion, intensity of sentiment and activity of purpose almost out of proportion to the period of sixty years during which, as an inde pendent Republic, they had exer cised that sovereignty.
