In a bold speech in which he bluntly declared that he alone was master of Italy, Mussolini made it clear that his decision to relinquish a number of ministries does not mean that he is any the less ab. 'solute ruler. He stated. "Never before have I felt so strongly the living being of Fascism and the reality of the doctrine whereby the State is centred in one person, who is complete master."

"Some idolators," the Duce pro- eceded, "called this State dictator- !ship. We acknowledge, it is a dictatorship. It is a fact and necessity. Dictatorship lies in the political moral and intellectual force of the man who exercises it and the objects at which he aims." The Duce ridiculed rumours that it was proposed to suppress the Fascist party. He announced the intention of reducing the number of the Fascist Grand Council to a minimun in order to enable it tu act secretly and efficiently. He concluded by expatiating on the world wide interest in Fascism and predicted that its doctrine would necessarily find adherents abroad.

Mussolini said that the Fascist party was becoming the organ of the State and the Secretary of the Party would be appainted by Royal Decree, while the General Secre- taries would be appointed by the Prime Minister.

Referring to the Grand Council be said that 52 members were too many and made impossible to discuss anything with secrecy. It would be necessary to reduce this "General Staff" of the Party to a minimum-Reuter.
