ASSOCIATED UNION HOLDS. FIRST ANNIVERSARY.

"WEATHERING THE STORM"

A reception given in honour of the first anniversary of the Chinese Asso- [ciated Seamen's Union was held yester- day afternoon at the new headquarters Lof the Union. There was a large and representatives gathering of for- eign and Chinese shipping officiala pre- sent.

The portrait of Mr. Leung Yuen-wo, founder of the Union, was unveiled by Mr. Yau Lit who, in a short speech, said that the Union was really em- bodiad in the person of the founder and chairman. Mr. Leung Yuen-wo was just the benevolent and painstaking leader for such an institution. "One Mind" was the motto of the Union and all those belonging to the Union should have it before them if progress was to be maintained.

Replying, the Chairman said that the past year was a stormy one, but he was glad to be able to state that every mem- [ber co-operated wholeheartedly and the result was that they had successfully weathered the storm. The labour mar ket was none too favourable, and there was difficulty to be encountered before Ja job could be secured for the un-

employed members.

After other speeches, tea was served.

Mississippi Shipping Company, which operates the recently-purchased Gulf- Brazil River Plate Line, and which was expected to be the only tenderer, and one by the Munsen Line, and the later was considerably lower than the former. The Mississippi Company has spent the best part of ten years in building up the trade which it now. carries on, and has been successful not only in securing the trade but also the good-will of all those with whom it conducts its business. There are ad- vocates of the principle of "sele hid with mail bid," who say that the con- tract ought to go to the Mississippi Company in spite of the fact that it

has not made the lowest bid, and there are other suggestions, following a precedent set by the Shipping Board itself, that the Company might be allowed to amend its bid. But, on the other hand, it is urged that the Post Office owes a duty to the tax-payera and should consider them only by so cepting the lowest offer. There the matter rests for the moment, and the outcome will be watched with con- siderable interest. It is a situation that is bound to arise again, so that the Post Office administration: must tread warily in order that it may not set up & dangerous precedent- "Journal of Commerce."
