An important change in the Shang hal telephone service is foreshadowed with the announcement made by the chairman of the Shanghai Mutual Tele- phone Co. that it is proposed to intro duce a "message rate" instead of the present fiat rate charged to subscribers. Though the alteration is favoured by the Company, final decision rests with the Shanghai Municipal Council and French Municipal franchise.
