In the House of Commons, in reply to questions, Mr. Philip Snowden (Chancellor of the Exche- quer) said the loss to Great Britain in consequence of the departure from the Spa per centages in the Owen Young report was approxim- ately, £2,400,000 per year, the capi- talised value of which is £37, 500,000.

This country was, however, no- wise committed to the acceptance of the recommendations of the Young Committee, which would be discussed at the forthcoming Inter- national Conference.

Col. Wedgwood asked what steps had been taken to indicate to the French Government that if the capital sum due to America for stores sold to France after the war becomes due owing to France's

OUTLINE OF NEW GOVERN- MENT POLICIES

Tokyo, Yesterday. A statement which is considered of first-rate importance has been issued by the Government, outlining the foreign and domestic policies, which it intends to follow.

Firstly, emphasis is laid on the necessity for friendly relations with China, to which and the Govern- ment promises to exert itself to the utmost, aiming at mutual prosperity and refraining from everything aggressive. On the contrary, it will pledge every possible assistance to enable China to attain her legiti- mate desires.

Secondly, the importance of the League of Nations is stressed, and in this connection the Government will do its utmost to assist and co- operate with the other Powers, while exerting itself to help the cause of Disarmament within the Ilmit of not impairing its own national safety.

Thirdly, the Government will adopt a negative financial policy for the purpose of meeting existing conditions in the country. It will drastically retrench in all State: Departments, including the Army: and Navy.
