Paris, Yesterday. The topic of war debts has been revived by the statement of M, Poin- Cham to the combined ber committees of Foreign Affairs and Finance, dealing with a recent letter from Great Britain in which Mr. Churchill intimated that, if France paid America G.$400,000,000 for war stock due on August 1, a similar payment ought to be made to Great Britain under the Churchill Caillaux Agreement.

M. Poincare had disagreed with this view and had called attention to the difference between a war stock debt which was commercial and one which was a political debt. The development is interesting in view of Mr. Snowden's criticism of the Anglo-French debt arrange ments, but the opinion is expressed that the issut will not become acute, as the debt agreement will doubtless be ratified before August 1. Consequently, the War Stock Debt will be absorbed in the Melon-Berenger. Agreement and I will not have to be paid separately
