SUGGESTIONS TO ENSURE SAFETY

The Panama Canal Department of Operation and Maintenance have issued the following notice to steamship agents:→

"Some ships transiting the canal. possess certain features in rig and con- struetion which make navigating after dark in restricted channels difficult. It is believed that steamship companies, when informed, would gladly correct these minor conditions. With this in mind the following suggestions are made to the end that corrective action

Icelandiy authorities are never able to interpret the messages, which are frequently tapped, the conclusion ar- rived at that the trawlers use a secret code, and that they would not do so if every thing was fair and above board.

The Iceland Minister of Justice hak, therefore, brought a Bill before the "Althing" to compel all the Icelandic trawlers to carry wireless. The sets will be under Government control and all telegraphists will be obliged to re- eord messages they succeed in tak- ing, and in addition they will not be allowed to use codes that are not off- cially approved.

The idea is, apparently, says the Copenhagen newspaper "National- tidende, that the Icelandic trawlers are to keep an eye on each other, and so prevent any co-operation be- tween Icelandic and foreign boats. Correspondence in an unknown code will be made an offence and the Bill
