A large number of delegates and parti- cipants assembled at 8.30 a.m. in the hall of the new Faculty of Law Building situated next to the Muscum on the Koningsplein. Promptly at 9 o'clock the Dutch national anthem (played by a milltary band in the grounds) signalled the arrival of the Governor-General, who imme. diately took his place on the plat- form and in a brief and humor- ous speech, delivered in faultless English, welcomed the Congress
