HONG KONG,
SHANGHAI COURT
CHINESE MINISTER'S FRANK ADMISSION
POSITION ANOMALOUS
Nanking, Yesterday. The Foreign Minister's identical Notes to Britain, United States, France, Netherlands, Norway, and Brazil on the question of the Pro- visional Court at Shanghai, read as follows:
"With reference to the former Mix- ed Court established in the Inter- national Settlement at Shanghai, the former Ministry of Foreign Affairs had repeatedly protested to the Minis- ters of the interested Powers and de- manded its rendition. Je 1926 dele- gates were appointed by both sides to discuss the question but failed to arrive
at any proper satisfactory agreement.
"Although since, a change has been made in the judicial machinery of the said Settlement. it is impossible to gainsay the fact that the position of the new Court is still anomalous and its system remains confusing, being different from that in the whole coun try. Inconveniences, arising there- from have
complaint caused much and dissatisfaction on the part of the Deople.
"In view of the increasingly cordial relationship happily subsisting be tween China and the foreign Powers, it is necessary and opportune to exert every effort to bring about a change compatible with the ends of the present time.
"I have the honour. therefore to propose to your Excellency with re- gard to the above-mentioned judicial organ to open negotiations in all sin cerity and promptly make satisfne- tory arrangements in order to effect a final settlement so that the integrity of China's judicial power
be may maintained and international good- will increased. I am also communi- cating to the Ministers of sther in- terested Powers on the saine subject and shall be glad if your Excellency will kindly favour me with a reply.
Cheng Ting-wang."
