Chinese bankers at Tientsin have agreed to assume the responsibility for the raising of a loan of 5882,800, to be refunded in six years by an in- creased tax on the basic 5 per cent. Customs tariff, to collected by the Commissioner of Customs at Tientsin. The increased tax would bring total wharfage and Conservancy dues of the port of Tientsin up to a total of 8 per cent. of the basic, 5 per cent tariff. Current dues amount to about 4 per cent. of the duty;
