Manila March 29. Opium smuggling in the Philip- pines, which in the past few months has reached alarming proportions here which has been mostly smug- gled by local Chinese, is frowned upon by prominent Chinese officials and businessmen of the city,

The strongest protest to the opium smuggling tactics carried or by some Chinese, came from H., K. Kwong, Chinese consul general of Manila, who stated yesterday that Chinese citizens convicted for opium smuggling, opium selling, or opium smoking, are not' only. liable to punishment under Philip- pine laws, but are also in peril of drastic punishments under Chi- nese laws.
