Nanking, Yesterday. The third national Congress of the Kuomintang went into session for the first time at 10 a.m. on March 18:

The Hunan Problem There was a dramatic pause, after which Mr. Liu Wen-tao; who had the backing of about 40 others, rose and after a heated speech condemning the warlike activities along the Yangtsze River, proposed a motion demand- ing that the Hankow generals, Yeh Chi and Hu' Tsung-tu, whose troops are reported to be attack- Ing Lu Ti-ping's army on the Hunan-Kiangsi border, be in- structed to cease their military operations forthwith and to re- turn to their quarters,

The motion was then put to the vote, those favouring being asked to stand up. Of the 228

Mr. Sun Fo introduced his pro- economic reconstruction gramme, which includes the construction of 20,000 (miles of railway and 10,000 miles of motor roads. Mr. Sun Fo proposes rais- ing $500,000,000 yearly for fifty years, as follows:-$200,000,000 as a Government appropriation, the same amount from foreign loans, and $100,000,000 by the issue of reconstruction bonds."
