DOG RACING
THE CHINA MAIL,
SIR EDWIN STOCKTON'S
PROTEST
MISUSED CAPITAL
A protest against the aquander- Ing of money in investments on passing tendencies such as dog- racing was made by Sir Edwin Stockton in his address to the Commerce Society, at the London School of Economics.
Sir Edwin's address was entitled "Finance and Luxury," and he dis- cussed the definition of a luxury trade, protesting against the as- sumption of certain Labour-Social- lat speakers that such enterprises as artificial silk production were in the nature of semi-luxuries.

Labour and Luxuries Coming to consider what was the correct definition of "luxury," Sir Edwin said that after all, personal gratification was by no means to be denounced if it could be exercised reasonably, and with affording any grounds of complaint by the rest of the community.
"I suppose" he observed, "some people would call luxuries the wearing of the dress clothes or the use of a hot-water bottle in one's bed, or perhaps if you have a fancy for silk pyjamas. But, after all, these are personal gratifications to which no reasonable exception whatever can be taken by anyone, since they can all bo justified from the point of view of the greater comfort and Atness of the indivi- dual. We had better walk warily in attacking what we think to be luxury."
"I sometimes remember,. when 1 see politicians denouncing things which presumably they do not like, of the couple of sentences in "Twelfth Night, which more than anything voice the sentiments of the common man and woman:
