Berlin, Yesterday.
A German memorandum on re- parations has been presented to the Governments in Paris, London, Rome, Tokyo and Brussels.
It emphasises that the standpoint of the Committee of Experts must be impartially to examine Ger many's capacity to pay and make proposals accordingly; also that none of the Allies should, in ad vance, make claims regarding the amount Germany must pay.
It requests that the Powers ap- point independent experts, who are not bound to any fixed instructions and decide the time and place of the conference-Reuter.
