Shanghai, Yesterday. A British Court of Inquiry has suspended for six months the cer tificate

as first. mate of the. Second Officer, Mr. F. G. Garrett, in connection with the stranding, of the China Navigation Co.'s 3.5. "Kwangse." The Court recom- mends that Mr. Garrett be grant ed a certificate of second mate during that period.--Reuter.
