NEW LORD MAYOR Liveryman their right of selection.
SIR KYNASTON STUDI'S POPULAR ELECTION
STRANGE SCENE
Alderman Sir Kynaston Studd has been chosen as Lord Mayor of London in succession to Sir Charles Batho for the civle year beginning on November 8. The election took place in Guildhall. The proceedings were not of the formal character usual on such occasions. Unlike most of his predecessors, Sir Ky. naston Studd has not spent a life- time in the City., It was not until 1921 that he took part in civic affairs, and to have reached the position of Chief Magistrate in seven years is a unique achieve ment.

There were three eligible Aldermen before the Livery-Sir Harold Moore, Sir Kynaston Studd, and Sir, Stephen Killik. Sir Harold Moore withdrow his name last year, and sought to do the same this year, but was not permitted to do ne, the

To all the questions Sir Harold re- plled in the negative.
Sir H. Moore's Position
In an interview, the Lord Mayor- elect said :—"Although I might be described as a novice in City affairs, I have become deeply imbued with Sir Harold explained that he had Called upon to make a statement,

When he was invited to stand as Sheriff in 1921 his friends said that he had no chance, but thanks to the many "Poly" men in the City, to his Masonic friends, and those who knew him as a cricketer, he was elected. "As there was no. Alder- manic Sheriff that year, and as that year had thus been lost for the qualifying of an Alderman for the Mayoralty," Sir Kynaston explain- ed, "I felt it my duty to seek elec- tion as Alderman, and I was return- ed in succession to Sir William Waterlow at Farringdon Without."
Cricket Entertainments
Sir Kynaston has no fixed ipten- tions regarding his year of office beyond the ordinary routine as the official dispenser of the City's hos- pitality, but as the first cricket "Blue" to occupy the Mansion House, he intends to arrange somo Bort of cricket entertainments dur ing the year. He is the second Old Etonian to be Lord Mayor, and an other Idea he has in mind is the arranging of Old Etonian gather- ings at the Mansion House, During the coming civle year the City will: have a Russian Princess as Lady Mayoress, for Lady Studd was formerly Princess Alexandra Lde The Recorder (Sir Ernest Wild, RC) opened the proceedings in the Guildhall, and explained to the

The phenomenon is common to the whole of Europe. The city exorcises a fatal force of attrac-| tion, drawing the rural population to it, but as soon as the rural population reaches the city it be- comes sterile, Cities therefore grow, but nations become dé populated. This in turn leads to the death of the cities themselves) and the ruin of nations.

proof of how deeply the dangem of cites England, where, he says, the "back to the land"
depopulation are felt. He adds:
London grows, but the English countryside is becoming deserted. It is known that England's birth- rate has fallen below France's, and Germany's la now the lowest In Europe.
[England's rate last year was 16.6, and that of France 18.1.],
Plight of Italian Cities `-`
In Italy, he shows, the situation of the cities is disastrous. In
Crash.
Here are the remains of a rail acroplane which crashed, while sitempting to land in a storm. Seven persons were killed.
Kynaston was finally selected. The Bologna, for example, the yearly appearance of Sir Kynaston with average excess of births over deaths the Lord Mayor as the procession in the last 55 years, has been only: returned to the Common Hall-in-48, while the, city has doubled in dicating without words the Alder- population, drawing its people from. mante selection-was heralded by the rural districts. loud applause from the Liverymen. Sir Harold Moore did not return with the other members of the | Court of Aldermen to hear the an-
nouncement.
In returning thanks for his elec- tion, the Lord Mayor-elect Buld that Sir Harold had acted entirely on his own initiative, and had never been asked or even received a hint from him (Sir Kynaston) to withdraw his name. "Whatever decision the Livery might have made it would have been for me, final and satis- factory. The more 'veteran' a sportsman is, the less is he inclined to question the umpire."
Five Schools in Singapore, having focen, used for political propaganda detrimental to the interests of the Colony or of the public, have been declared unlawful schools.
They are the Hap Sing, Hía Jin, Lok Tin and Lok Sang Night Schools. The Hap Sing and Lok Seng Schools are declared to have also been used as: meeting places for unlawful societies.
Notice was given in the “London Gazette" of the payment of a fourth and final dividend of 18-10d. In the

"The phenomenon has reached a tragle stage," he says. The cradles are empty and the cemeteries are growing."
There were symptoms, however, that the birth-rate in Italy was In- creasing again in consequence of his energetic measures. "If the cam- paign to increase the birth-rate is not successful," he concludes, “the Fascist revolution will have been in vain, because at a certain moment fluids, schools, factories, barracks, and ships will be deserted."
Black and Yellow Peril Signor Mussolini Bays in his article:
That which once happened can happen again, and not merely be. tween elty and country, but on s greater scale. The white races of the West may be submerged by the coloured races, which multiply in a rhythm unknown to our peoples. Blacks and yellow are now at the gates, strengthened not alone with their fecundity, but also by their race conscious- neas and their dreams of the future.
Does not a united China of 400,000,000 signify something in the future of the Occident? What does Russia's increase signify for the rest of Europe?
