Important secrets as to the ways of Hong Kong's denizens of the underworld have come into my possession, and below.I set out the story of the gang of robbers “bossed" by one Lau On, admittedly among his fraternity the King of the Crooks. Few of the band. however, have seen Lau On, there existing an elaborate system of conducting "business" which keeps him out of actual robberies and leaves him free to plan and consolidate the reports of his subordin- ates into fruitful scheme of looting. The arrest of two men by the Police led to an investigation which has allowed me to come into possession of the facts I relate below. One openly admitted in Court that he was acting under the instructions of the notorious Lau On and confessed to a number of burglaries. So intricate are the workings of this gang, however, that only one crime has been brought home to him. Nevertheless, I think events are moving in the direction of the smashing of a gang which, even in the criminal world of the Colony; is feared as much as are the police themselves

To have brazenly admitted that, between them, they had committed several gang robberies in various parts of the Colony, and for the Criminal Investigation Department be powerless to secure more than one conviction against oach man, is the experience of two prisoners who came up separately at the Criminal Sessions,
Hung Yau, who picaded. "guilty" to armed robbery of women at the 4th floor of No. 863, Dea Voeux- road West, West Point, to the extent of about $1,000, on Aug. 30, told the Pulsne Judge that ho was "acting under the instructions of Lau On." This seems to have been true in that Isu On is the mas- ter mind behind a gang which has an intricate system of admission into its ranks.
Hung Yau was arrested during a Police raid on a loft on top of No. 142, Hollywood-road, in the central district, on Sept. 29, when a woman and another man were also taken into custody.
Victims Reluctant The other man's name is Lau Cho. He was charged
Mr. before Justice Jacks and a jury with armed robbery at the 2nd floor of No. 31, Hay Wong-terrace, Kennedy Town, on July 21. His plea of "not guilty" was of no avail because the jury, after a short retirement, re- turned a unanimous verdict of "guilty."
By a coincidence, Hung Yau got five years' hard labour and twelve strokes of the "cat" and the aen- tence on Lau Cho was the same.
Although Hung Yau (the man who admitted at the Sessions) said he was "acting under the instruc- tions of somebody else,” he con- fested to five or six robberies dur- ing the last few months, mostly in the western district.
But because the victims have either removed, left the Colony, or refrained from coming forward to identify and give evidence, the Police, were able to bring only one conviction against him.
Feverish Inquiries
As a result of minute investigation by detectives, the gang's secrets have come to light.
