Despandent views which have been expressed regarding the Hal- ho have been somewhat rellaved by the publication of remedial schemes recommended by experts, reports the "North China Sunday' Times." Ma Hardel, the Hatho Board's new engineer-in-chief, lost no time in acquainting himself with the facts and prepounding alternative schemes, the one com- prehensive and far-reaching, the other temporary and alleviative.

A PLAN COSTING $5,000,000. These plans, while varying fa detail, agree to a great extent with thoss of Mr. Pinetone in principle. Both experts saw their way to re- commend larger and smaller scheme involving larger or small- er outlay. There is no question of the necessity for Immediate pallia- tive measures, and no serious dis- pute so far as we are aware as to the efficacy of the steps proposed by Mr. Hardel, namely to bank up the lower side of the Yungtingho delta and thus renew for a few years more the usefulness of the delta as a silting basin. The cost of this is estimated at $2,000,000, Mr. Hardel further proposes the formation of a storage reservoir at Kuanting, to hold the allt-laden flood waters of the Yungtingho or Hunho as they come down from the hills beyond Peking. This would involve a further cost of $2,500,000. Thus the total sum re- quired for immediate necessition,
