TRANS-SAHARA.
THE CHINA MAIL,
DREAM THAT MAY COME TRUE.
£15,000,000 PROJECT.”
Paris.
The Trans-Saharan Railway has become a question of the day. This gigantic undertake ing, of which the realisation must have seemed not long since al- most fabulous, has just been sub- mitted by a vote of the Senate to be studied by a Special Commis sion empowered to apend nearly £100,000 on practical investiga- tions.
First proposed as long ago as 1869 by Major Hanoteau, when it was dismissed as a fantastic dream, the idea appealed, in 1879, to de Freycinet, who appointed a Committee of Inquiry, but the disaster that overtook the Flat- ters Expedition, which was annl hilated by Touaregs, discouraged public interest, and the scheme languished for 20 years more.
From 1904, however, to 1923 as many as eight different studies were made by competent men, who had prospected various routes. In 1923 the success of the Haardt-Citroen motor · ex- pedition, that crossed the Sahara, on caterpillar wheels in ifteen days, and the Central African six-wheeled expedition of Renault and Citroen in the following year gava a decided fillip to the sub- ject.

National Defence.
In 1914 there were six French black regiments. Now the colour ed troops amount to 60,000. By 1935 there can be half-a-million.
Value to Commerce. Military considerations, how- ever, are not the only ones, ira- portant as they are. It is, for in- stance, pointed out that, had the Trans-Saharan existed at the time, the Riff War would probably have fizzled out very quickly. But commerce enters largely into the question, too. The valley of the Niger is rich in cotton, livestock, and other natural values.
It is calculated that from 100 to 200,000 tons of cotton could be obtained yearly within a short time if transport were available,
Bishop James Canon, Jr., of the Methodist Episcopal Church, and ons of the prominent leaders of the dry forces. He will probably take a leading part in the coming penst- dential campaign.

The reason why the Trans- Sobaran Railway has become a problem of the moment, and will end by superseding almost all others is one of national defence. HONG KONG HEIGHTS
With the Trans-Saharan working, the Niger will be at a distance of five days from Paris-an enor mous saving of time and the sea passage for French Colonial troops will be reduced to 30 hours from Oran to Port Vendres, and within the means of the French Navy to defend.
The ideal system for the Trans Saharan, thinks General Aubler, one of the chief authorities on the subject, would be in the form of a Lorraine cross: a vertical line from Oran to Waghdugu, |with two transverse lines, from Casablanca to Bizerta," and from Dakar to Lake Chad. In any case, it is likely that, whatever line is adopted, there will be an extension to Lake Chad, and thence ultimately a branch run ning south through French Equa- torial Africa to a point on the Congo Coast, possibly Loango.
