Appeal to Labourers.

Madras, July 13.

Mr. Percy Rothera, the Agent for the S. I. Railway, has ad- dressed another conciliatory open letter to the railway labourers, agreeing to their demand for an extension of time for voluntary resignation.

On the question of increased wages, Mr. Rothera states that the present wages, speaking gen- erally, are higher than the pre- War level.

While agreeing that contented labour is an asset to the com pany, the Agent warns ther against a strike, which would de- prive the men of their wages.

The Spanish Cabinet has approv ed a decree conferring the Plus Ultra medal on Captain Roald Amundsen, who has been lost in the Arctic while searching for General Nobile.
