TEXT OF NOTES EXCHANGED. Reparations First; Then Treaty Revision.

London; Yesterday.

Letters have been published which were exchanged between Sir Sidney Barton (the British Consul-General at Shanghai) and Dr. C. T. Wang (Nationalist Foreign Minister) leading to settle ment of the Nanking Incident of March 24, 1927.

Dr. Wang expresses the Nationalists' deepest regret at the in- dignities and injuries to the British and accepts responsibility for same. Although he attributes the trouble to Communists, he under, takes to prevent the recurrence of anti-British agitation, to punish the guilty in the Nanking Incident, and to compensate sufferers, for which he proposes a Sino-British joint commission.

tion created by the outrages against their nationals, committed by Nationallet troops at Nanking on March 24.' Thèse demands, re- ferred to in the cable, 'were na follow-

1-Adequate punishment of the commanders of the troops respon sible for the murders and personal Injuries and indignities and the material damage dono, as also all persons found to be implicated.

2-An apology in writing by the Commander-in-Chief of the Na- Honalist Armies, including an ex-

press written undertaking to re-

frain from all forms of violence and agitation against foreign lives and property.

3. Complete reparation for per zonal injuries and material damage done.

Unless the Nationalist Author-

ities demonstrate to the satisfac- tion of the interested.Governments their Intention to comply with these terms, the Note continued,

Dr. Wang suggests that the British express regret for the the sald Governments will find. shelling of Nanking by H.M.S. "Emerald." He also suggests re- themselves compelled to take such measures as they consider appro- vision of existing Treaties and re-adjustment of outstanding ques-priate. tions, on a basis of equality.

The British Consul-General accepts Dr. Wang's proposals in settlement of the British demands, but refuses to apologise for the shelling which was "merely a protective barrage." He recognises the essential justice of the Chinese claim for revision of treaties, which Britain is prepared to negotiate in due course.--Reuter. Home opinion of the settlement is given on page one.

The first from the Foreign Minister, states as follows: "Animated by the desire to promote the most friendly feel- ings happily subsisting between the British and the Chinese peoples, the Nationallat Govern ment are prepared to bring about the immediate settlement of the case along lines already agreed upon as a result of recent discus- Bions.
