JAPAN'S STATEMENT, ABOUT TSINAN.

EXTENUATING CIRQUMSTANCES.

Tokyo, Yesterday. In a long and carefully worded statement to the League of Nations,

the Japanese Government, narrates the facta and circumstances attend- ant on the Tainan affair.

Reiterating the reasons for the despatch of troops last month, the statement refutes the suggestion that the incident was due to the
