By H. C. Ferraby.J London-Nearly ten years peaco have brought about grent changes in the Navy. There have been, as every one has heard, ex traordinary changes in the material. Those, however, are often written about. Equally vital changes, equally revolutionary changes, have taken place in the human element which manages and uses the material.
The men of the Navy, however, both among officers and ratings, are silent about themselves. The result is that the nation at large. has no conception of the character of the new generation of seafarers to whom ita destinies and its de- fence are committed.
