THE CHINA MAIL,
Several sites on the New Jersey side of the Hudson River and up- per New York Bay are available or the construction of the pro- posed dry dock for the accom- modation of vessels of 1,000 to 1,200 feet long, the Port of New York Authority avers in its re- port to the New Jarsoy Legisla- ture in response to the request of the latter for a survey to deter- mine the need, financial require ments and most favourable loca- tion for such a dry dock in the port (according to New York.ad- |vices). The cost of a dock of the proposed dimensions is estimated at from £2,000,000 to £2,400,000, depending upon the type of struc- ture, the nature of the foundation, local conditions and amount of dredging.
It is suggested that the con- struction of the dock should be financed with public funds, but that the operating arrangements. should be such as to prevent com. petition with private enterprise. Aa already stated, doubt is expressed

whe- ther such a dock could be! made commercially successful, and it is suggested that the com- pleted structure might be leased to a ship-repairing company or that it be built in a neutral loca-
tion and made available for all ship-repairing companies in the port.
The necessity for the addition of this facility to the other con- veniences of the port, it is stated, has been established beyond ques- tion by the survey. "As a mat- ter of port policy," the report adds, "if for no other reason, the greatest port in the United States is entitled to have facilities equal to all and second to none, and if such facility cannot be provided by private capital it becomes tant- amount to a duty of the Govern- ment to provide for the needs of commerce,
