French have discovered the secret of the portal organisation at Mayence, where a millised marką worth of stamps, and several sacks of letters and parcels were seized. A score of persons have been order. ed to hold themselves at the disposal of the authoritića. **
It appears that, despite the postal strike, the Giammans have been re- eviving letters, which were sent to Mayence in disguised automobiles..
BETTER MAIL SERVICE. TO FAR EAST.
LONDON, April 4. In order to meet the 'complaints of agents and consignees regard- ing the late arrival of manifests, invoices, etc., the Post Office has specially arranged for a quicker delivery of mails to the Far East.
Letters for Penang, Singapore, Hongkong, and Shanghai are now being despatched weekly to Suez, where they will overtake the Holt liner bound for the Fur East. The
mails will then be carried on by the Holt steamers, which will have sail- ed from Birkenhead before the letters were posted.

BOXER INDEMNITY AND CHINESE EDUCATION.

LONDON, April 4. Mr. Bertrand Russell, F.R.S.,† M.A., in an article in the fan. chester Guardian, on the question of the Boxer Indemnity and Chinese education, strikes a warning note regarding the necessity for care in the spanding of the money, if the greatest benefit is to be obtained, and serious mistakes avoided.
He says that the way the money is spent must be approved of by Chineso eluentionists; hence, it is desirable that schernes for spending the money should be drawn up by
