MESSAGE TO GOVERNMENTS.

Peking, Saturday.

At a meeting of the Diplomatic Body it was decided to telegraph the following to the various Gov- ernments: "In view of the con- tinued internal wars in Ching which are now practically sprend over the whole country and with the view of making the Arms Embargo of 1919 more affective foreign Diplomatic representa- tives once more draw the atten- tention of their respective Gov- ernments to the importance of that agreement and of prohibit ing the exportation of arms and ammunition from or through

their territories to China. They therefore express the conviction that those Powers who have not taken any measures in this re- spect should be induced to do so as soon as possible."

The arms embargo telegram was signed by the entire Diplo- matic Body regardless of whether their Governments were party to the Arms Embargo of 1919.

Czecho-Slovakia is not a mem- ber of the. Diplomatic Body and has not, therefore, participated.

However, it is believed in Lega- tion circles that they and also Russia will be approached and asked to subscribe to the Em- bargo Agreement.-Reuter.
