London, January 7. Charges of unfairness against American referees were laid by Phil Scott shortly after returning from hia United States tour.

"Unless you knock a man out or beat him outside his own town you H. have little chance of getting the

verdict," he alleged.

Scott claimed that he won Eovery round of his fight against Johnny Risko, and declared that the ringside reporters and radio an- nouncers uphold his opinion, but the referee gave him a raw deal. He hopes to meet Risko again when he returns to the United States in the spring.
