SIR CECIL CLEMENTIS VISIT TO PEKING.
Next to the exploit in which a submarine aurprised the pirates of Blas Bay the best news we ("China Express and Telegraph") hava received. concerning this menace to peaceful trade in South China comes as a result of the re- cent visit of the Governor of Hong Kong to Peking. Sir Cecil Clementi, who has been most active In tackling the pirate problem, re- cently took a two months' holiday, and on his way back from Japan called at Peking where, it is report- ed, he has succeeded in persuading the Japanese, French, Italian and American diplomatists to agree to д joint plan of action with the British for the suppression of the evil. The matter will no doubt have to be re- ferred by the authorities concerned' to their respective governments, but it is pretty certain that Sir Cecil Clementi had already obtained Jap- ancze aanction for his scheme be- fore he broached the subject in Pe- king. He is not the man to have been idle during his holiday, part of which was spent among the high- est officials in Tokyo. Obviously, in the face of such increasing auda- city as the Bias Bay "farmers" have shown, the British navy alone can- not handle the problem. All nations are concerned, none more than the Chinese, and the time has arrived when all must unite in a common effort to secure the freedom of China waters from a pest which hitherto has baffled alt attempts to eradicate it.
