MANSLAUGHTER.
SEVEN YEARS' JAIL.
By the required two-thirds vote of all members present, the ballot, being taken in secret, the general] Court-Martial in Manila presided over by Brigadier General Luctus R. Holbrook on November 4 de cided against the charge of mur- der on which private James M. Brown, Medical Department, was "not guilty of the charge" of mur- der of Edward Van Ness, U. S. N., was arraigned, and handed down verdict of manslaughter. Brown was sentenced to seven years' imprisonment.

The Court's findings as read by the President proclaim that Brown was "not guilty of the charge" which, laid under the 92nd Article of War, specified murder as the offence and permit ted the death penalty, but "guilty of a violation of the 93rd Article of War," which provides punish- ment for manslaughter, among other offences. Brown was also found guilty of the specification under the original charge, with the exception of the words "with malice aforethought and with de- liberate intent."
After further deliberation, the Court, by the same majority, voted sentence which includes dishonourable discharge from the military service of the United States; forfeiture of all pay and allowances due or to become due, and confinement at hard labour at auch place as the reviewing authority may designate, for seven years.

Kuala Lumpur, Nov. 1. The Klang and Gombak rivers have subsided a good deal this morning. Anxiety as to flooding is temporarily relieved.

There was heavy rain again during the night and the Klang and Gombok rivers have been ris- ing all day. By noon the water had reached the girders of all the bridges and a portion of Ampang Street was inundated..
At four o'clock to-day (October 31) the Kampong Attap bridge was under water while the M.V.I. headquarters, which is quite close by, was submerged to a height of about three feet.
