Spanish and American Naval officers from ships anchored in Manila Bay met at the Cavite Navy Yard, Manila, on October 15, for the first time since the Spanish American War, reports the "Manila Bulletin." Rear-Admiral Sumner E. W. Kittelle, Commandant of the 16th Naval District, was host to the Captain and officers of His Spanish Majesty's ship, Blaz de Lezo. Admiral Kittelle is the first American naval officer who has had the privilege of extending the the Philippines to Spanish naval officials.
