ANOMALOUS POSITION IN THE PHILIPPINES.

The lack of Government boats to patrol the coasts of the Philippines, according to Vicente Aldanere in- sular collector of customs, have made customs regulations unen- forceable, due to the inability of the Government to guard the coasts. | It is anomalous, he said, that in the whole.
