BANDITS NEAR CHEFOO.
MAKE FARMERS LIFE ALMOST UNBEARABLE,
KIDNAPPING RIFE.
Chefoo, Sept. 23. Brigandage and taxation are the two main topics of conversation of la rife Brigandage the day. throughout the countryside, and kidnapping for ransom is the order of the day. Sixty Il from Chefoo the 'brigands have established a regular clearing-house on the Tai Shan where ransoms are paid and releases effected. As a result of the insecurity to life and property, out in the country, many of the weal thier classes have moved their families and valuables into the town. for safety. The robbers seem to have made a good thing by watch- ing the main roads leading into the port and carrying off the refugees, with their baggage, just as they are within sight of safety.
Despite the sending of troops against the banditti, the officials seem powerless to deal with the evil with the result that the country folk are following the example, set them elsewhere, and are forming arined bands, known as the Lionchwanghul, or Co-operative Defence Guards..
These bodies patrol the districts and take direct, action against brigands and all suspicious char- acters. The ancient two-man puzzle loading musket is, in great request for the arming of these guards with the result that quite an industry has sprung up in manufacture of these advertised to weapons. They are register a hit at three I and evid- ently are quite effective for close-up work. The future of these armed guardo, with the authority they are taking to themselves is apparently. causing a little anxiety to official minds, who seem apprehensive that they may evolve into organisations similar to the Red Spears.
