Yesterday afternoon, Mr. Horace Lo appeared before Major G. Willson at the Central Magis. tracy to defend the No. 1 Steward of the 8.8. "Chuenchow", who was charged with the unlawful posses- sion of 740 dutiable cigarettes. According to Revenue Officer Young,, the. cigarettes were con tained in a glass box which was locked. The defendant was arrest- ed when he admitted "ownership of the cigarettes. Mr. Lo sald that he understood that the usual practice was to make no arrest where a summons would do. When "Mr. Justice Wood was first police, magistrate, his ruling was that in all cases when a defendant could be procured before the Court by other means, he should not be arrested, In his defence, Mr. Lo pointed out that the law allowed
