COMMENT ON “SUNNING" REPORT.
The report of the Hong Kong commission of Inquiry Into the [“Sunning" pirady does no more In effect than reveal what has been common knowledge on the China coast for the past twelve months, says the "Singapore Free Press." The piracy regulationS have been a source of irritation amongst shipping men of so acid a character that far from en- couraging compliance they have in many instances stimulated a desire to flout them. The ques- tion is by no means a simple one. In the olden days a shipmaster in these waters recognised piracy as one of the ordinary perils of the sea and with his officers and crew was prepared at all times to meet and combat the danger. There was no arguing about it, it was customary risk of eastern waters. But it is impossible to make any real comparison be- tween the position of the Master and officers of a ship then and | now, and that for several reasons. Two of the principal of those reasons are, firstly that nowadays the attack does not come from outside the ship but from inside, and, secondly, the fact that in very few instances can the crew be expected, or relied upon, to take active part with the officers inasmuch as the crew and officers
