SHIPPING BOARD'S CAMPAIGN,

THE CHINA MAIL.

Appealing directly to several thousands of U.S. shippers for support of U.S. flag vessels, Mr. O'Connor, ch

chairman of the Ship- ping Board, has opened an exten- sive campaign to promote and develop a demand for the carry- ing of cargoes in U.S. bottoms. The appeal is contained in a let ter made public which is being sent to merchants in various parts of the country, primarily im- porters, who as purchasers have the right to designate the manner in which their goods shall be shipped.

For many years it has been the mer- practice among foreign chants and manufacturers to sup- port the ships of their respective nationalities in the manner pro- posed by Mr. O'Connor in his letter. The greater part of ship. ments from the United States has been sold on an f.o.b. basis, while imported articles have been bought on ac.i.f. basis. O'Connor points out.

The Merchant Fleet Corporation has prepared a comprehensive outline of all the services maintained in foreign trade by the board.
