COMMENT ON THE PIRACY COMMISSION.

LESSON OF THE "SUNNING.”

While it is difficult to comment at length on the Report of the "Sunning" Piracy Commission which has just been issued by the Hong Kong Government, the sum mary of the report as cabled by Reuter gives a clear idea of the main recommendations of the Com- misalon.

It is probable that nothing new in the way of evidenca came out, as the actual attack on the "Sun ning' was very thoroughly, investi- gated in the course of the police court proceedings, and later the jury trial, la connection with the pirates arrested.

The Commission has obviously discovered nothing new in con- nection with piracy on the China Coast (says "Shipping and En- gineering," Shanghai), but some of ita recommendations are deserving of special attention.

What a Tragedy!

Chief and foremost is that which advocates the rescission of the whole of the Hong Kong Piracy Regulations. What મૈં tragedy! And what a nasty blow for the Hong Kong Government."

The master and officers, of 'any ship pirated are still expected to re- sist the pirates. After the "Sun- ning" affair, it may seem, compara, tively easy; but the Suaning" piracy probably taught the pirates a lesson they will never forget, and it is extremely unlikely that the affair will ever be repeated.

This matter of resisting is in- teresting. There are, on the aver officers (including the age, six master) on the average China Coast veggol. It is not unreasonable to assume that normally at least two of these six will mostly be asleep. The numerical strength of the Coast average gang of China pirates is about 32. They are in- variably armed. Odds of eight to one!
