Viscount Cowdray (formerly Sir Weetman Pearson, M.P.) had directed many large contracts, chief of which was the Dover Harbour works, others being the East River Tunnel New York and the Blackwall Tunnel. He successfully contested Col- chester in 1895 and represented the constituency for fifteen years. He became President of the 'Air Board in 1917 (without salary) and was made a Viscount. On his resignation of the Presidency he became Rector of the Univer sity of Aberdeen, a position he held for three years.

He took the keenest interest in aeronautics and presented the Royal Air Force Club in 1921 at a cost of £345,000.
