THE ADMIRALTY'S FAULT?
The trouble in China has shown up the weakness of the Royal Navy in the matter of interpreters.
All too often the trouble has been that the Admiralty has soen to grant facilities for learning Chinese. Officers are encouraged to become interpreters, but the encouragement is rather half-hearted.

Lack of languages, even those of the countries with whom the Navy comes into closest contact, is no bar to promotion, and the extra pay to be obtained is not sufficient to make a man wildly enthualastic, observes the "China Express and Telegraph."

Japanese the Best.. Perhaps the French Navy is the only one that is worse off than the British in the matter of interpre- fort.
The old Russian Navy always had plenty of excellent linguists, and now it is in the Japanese ships that one finds most qualified interpre- who ters. The Japanese officer cannot speak English is something of a rarity.
