DEVELOPING THE COASTING

Despite denials to the contrary the possibility of a merger of the International Mercantile Marine Company and the Atlantic, Gulf and West Indian Steamship Lines... con- tinues to be a subject of discussion in Anancial and steamship circles in New York.

It was pointed out recently that the trend of thought at Washington appears to be in opposition to Gov- ernment ald to privately-owned steamship lines and in favour of continuance of Government owner- ship. With this condition in view, it was added, it would be natural for the International Mercantile Marine to direct its attention to the protected coastwise and inter-

coastal trade, where there are al most unlimited possibilities of de-)

velopment without any troublesome foreign competition.

While it is taken for granted that a merger such as has been suggest ad would be a matter of prolonged negotiation, the fact la emphasized, states the New York, "Journal of Commerce," that absorption of the A.G.WI would be one of the best avenues for expansion by the I.M.M. under the American flag. which is known to be a cherished ambition of Mr. P. A. S. Franklin, the president of the LM.M. The combined companies would have a fleet of a hundred vessels, with a gross tonnage of 690,000, including. 86 vessels of the A.G.W.I fleet and 13 I.M.M. vessels.. The latter fleet is to be supplemented by two 22,000-ton 18-knot turbo-electric steamers to be built for the Panama Pacific Line of the I.M.M. One of these is now under construction at Newport News. The suggestion of the merger of the two companies is predicated on the disposal by the 1.M.M. of ita remaining foreign flag holdings, which include the Leyland! and Red Star and part of the Atlan tic Transport Line. Disposal of these lines is looked for.in the noar future as a result of the desire of the Morgan interests to withdraw from their present shipping Invest- ments.

It has been hinted that in the event of disposal of its foreign flag tonnage the IM.M. would be wel- comed as a bidder for either pur-1 chase or allocation of Shipping| Board tonnage. or services, even though the company should continue to act as agent for its present foreign flag services, because the extensive agency system it has built up would be a valuable aid in the handling of bookings, assub- ing, of course, that there should bef no competition between the Ameri can and foreign. flag services 'under the joint management.
