THREE-MILE LIMIT.

A QUESTION OF MARITIME. "JURISDICTION.

THE CHINA MAIL.

It is a well-known rule that the jurisdiction of every country ex- tends to a distance of three miles from its coast. There are some exceptions, for some of the Baltic countries claim a longer range, and by agreement the United States exercises jurisdiction over 1Hquor traffic to a limit of 12 miles. But the exceptions are of minor importance, and the rule is supposed to be founded on the range of artillery in early times.

There is not, however, the same agreement as to the right of con- trol over ships within gulfsor bays. Does the three-mile limit apply there. or can a country exercise.jurisdiction over ships at any distance from the shore with in a gulf or bay both extremities of which are within its own ter- ritory? The old text-book writers differ on the point. Some say that the test is "whether a man can see from shore to shere, some that must be possible to fire 4 cannon shot to the middle point. others apply an arbitrary limit of ten miles.
