The Japanese steamer "Alaska Maru" arrived this morning from Yokohama and Shanghai encoun- tering the "tail" of the typhoon. She brought 113 tons of general cargo and hay on board 6,100 tons for ports beyand. The "Alaska Maru" sails for Calcutta to-morrow.
Encountering a strong N. E gale and rough sea throughout her voy age from Shanghal, the B. & S. 8.8. "Sinklang" arrived this morn ing with 600 tons of cargo.

The London Chamber of Com-
merce has published a statement recommending the consideration of the Rulee for the Carriage of Goods by Sea at the Imperial Conference. The statement points out that since the legislation of the Rules the provisions have worked smoothly as' between shipowners and merchants. Since the passing of the British (Act traders have been anxious to" bring about uniformity throughout i the Empire in order to avoid the confusion which arises from differ- encesdn legal liability affecting not only the carriers of goods, but also the shippers, bankers, and under writers.
The Rules for the Carriage of Goods by Sea were brought into existence as an international com- pact, but the suggestion for doyls- ing rules of sea carriage was originally contained in a report of tht Infperial Shipping Committee. Australia and Canada have passed similar Acts to the British Act but foreign countries have, with only a single exception, completely neg lected their bargain. Complete uniformity within the Empire would, of course, strengthen the hand of the Government in making representations to foreign Powers, and thus help to bring about not only improved conditions of car- ringe but also fairer conditions of foreign shipowners. competition between British and
