It had grown and developed, and been modified, and undoubtedly they were bound at each Confer- ence to consider how far its mechanism could be improved.
Referring to the suggestion that members of the Opposition parties of the various Govern ments should be included in the representation, he said that it was an attractive idea, but it did not commend itself to the Govern- ments of the Dominions. There was a very real difficulty about it. The great part of the delibera tions of these Imperial Confer- ences dealt with executive policy, which was being carried on from day to day in respect of which only the Government of the day could undertake responsibility and on which it could not divide or share responsibility.
It was
however, true that there was a great deal else that could be dis- cussed At these Conferences which, for their success, depended on the co-operation of future Far- liaments, and in respect of which it would be valuable if one could find some method of getting gen- eral assent as well as the assent of the Government immediately responsible. Continuity charac- terised our foreign policy, and hei hoped that a similar characteris- tic would be increasingly true of Imperial affairs. Possibly the development of the Inter-Parlia- mentary Delegation, which was being carried out in an informal way under the auspices of the Empire Parliamentary Associa- tion, might in time meet the need of inter-Empire consultation not on a purely party basis.
