Williamstown, Mass., June 30. The Institute of Politics · ap- nounced to-day that two entire days would be given to the inter- national aspects of the Philippine question at the sixth annual session of the institute to be held between July 29 and August 26.

An invitation has been sent to Philippine Resident Commissioner Guevara in Washington asking. him to present the case for inde. pendence, Guevara replied, that he would be delighted. Congress- man Wainright, author of the bill for biennial inspection of the islands by a committee of con- gressmen, will be another speaker. It is hoped to obtain the co-opera- tion of Representative Bacon or someone similarly opposed to in- dependence, for presentation of the case for American apvereignty in the islands,
