The Daily Telegraph, in an edi- torial, describes the confiscation of the revenue on the salt tax in Tientsin on June 4 as an undis- guised breach of the "Agreement of 1913 and the gravest by far of inany similar acts of defiance of the Agreement which has oc- curred in recent years.

If such high-handed action is possible in a Treaty port there is no assurance that even a fraction of the revenues is safe for the purposes provided in the 1913 Agreement.
