**TIMES" AND HONGKONG'S PROBLEM.

"NEED FOR CAUTION.”

The need for caution in dealing with the South China problem is stressed in a "Times" lender of August 21 which terms as "only too distressing" Hongkong's particular difficulties and the "effrontery of the Red Govern- ment of Canton was hardly to be borne."

For that very reason great circumspection is necessary, atates the article, as the Bolshe- vists in Canton are obviously anxious to provoke some action by Great Britain which would turn the uncertain situation through out China more definitely in their favour.

The river that dreary river, on which so much has been done with British aid to suppress piracy and to make profitable navigation secure for all the nations-flows out from Canton, the chief commercial centre of South China, to Kowloon and to

the island that not long ago was the very prosperous British colony of Hongkong, states the "Times." Hongkong

and Canton are mutually complementary. Each depends in a large degree upon the other for its prosperity and even for its existence. Canton commands the trade of the in- terior, Hongkong is the highly organized medium for trans- forming that trade into an inter- national asset, increasingly valu- able alike to Chinese and to foreigners. One of the very serious features of the present phase of the Chinese crisis is the practical severance of normal communication between Canton and Hongkong.
