In the House of Commony, in answer to questions, Mr. Ronald McNeill, Under Secretary for Foreign Affairs, said that the principal Powers concerned had now agreed in principle regarding the judicial commission of inquiry into Shanghai disturbances. The precise procedure to be followed was still being discussed, also the composition of the committee, but presumably the commission itself

would decide which of. ita mem- bers would preside.

Mr. McNeill said that the Gov- ernment desired the commission to have the advantage of a Chinese judge thereon but the matter had not been definitely decided.
