Defence of the Modern Girl.

Lady Nott-Bower, of England. addressing the County League of Women Voters at White Plains, New York, made a spirited defence of the modern girl in England and the United States. She admitted that the modern girl smokes, powders her note, and paints her face, but this is all due to the swing of the pendulum of time from Victorian daya She described amidst the cheers of an approving audience, several of whom were amoking cigarettes, the courage of English girls during the war, and expressed her belief that they are full of promise for the benefit and welfare of the nation. Girls are braver and more straight forward, and in England, as in Shakespeare's times, they are not afraid to venture out without pro- tection The Shakespearean girl, she believed, was more dangerous in conversation than the modern girl, and, all things considered, the latter did not deserve the criticism directed against her as reckless and undisciplined. Lady Nort ∙Bower goes to Washington recent- ly as delegate to the International Conference of Women, of which the Marchioness of Aberdeen is president. Since Mrs. Polls, the head of the American Women's Clubs, has suggested that the International Council of Women represents "à bunch of pacifists, the programme for Washington has been slightly changed and a luncheon substituted for the pro- posed dinner to foreign delegates Thirty-six countries will be repre sented in the forthcoming con. ference, representing, it is claimed, 30,000,000 women.
