CHANGES IN RULES.

Several changes in rules were) acted upon at the annual meeting of the Intercollegiate football rules commitee, but there will be another meeting later in the season for the purpose of considering other changes which have been proposed. That more rules were not acted upon was due to an early adjournment on account of the passing away of Walter Camp. secretary of the committee. The chief changes that were acted upon were relative to the kick-off blocked kicks behind the line of scrimmage, interpretation of the scrimmaging line, and the kicking

tee.

It was voted that the kick-off should be from the 40-yard line Instead of the centre of the field This change was expected. At the same time, owing to the unanimous Indorsement by the Football Coaches Association, it was thought that the kicking tee would be restored, but the committee mem bers ruled differently.

The change involving blocked kicks provides that if the 5all does not cross the line of scrimmage, it shall belong to the side recovering. the ball. If, however, the kicking side" recovers it shall count as another down. Last year, if a blocked kick was recovered by the kicker's side, it went as a first down. All partially blocked kicks which cross the line of scrimmage will rank just as if the ball had not been touched

Last year some big firms com bined and offered half that sum, and their offer was not accepted. This year the position is similar.

In 1923 about six machines were installed; now the combined firms use upwards of 20 wish to machines.

The penalty against clipping was also increased, providing for a 25-yard setback from the point at which the clipping was done. Heretofore, the captain of the team against which the offence was com- mitted, could either take the IS- yard penalty from the point where the foul was committed, or from the point where the hall was last put in play.
